Vision, Mission & Values
Vision
To contribute to Sierra Leone’s economic development through the leveraging of public and private sector resources to stimulate domestic and foreign investments and encourage the diversification of Traditional Exports and Value Addition Capacity Building. SLIEPA should become the model of a successful Investment Promotion and Export Development Agency for post conflict and transition economies.
Mission
To provide personalized and high value-added services and information to investors and exporters aimed at diversifying and increasing exports and their value addition as well as to further develop proven investment opportunities while maximizing their impact in the local economy.
Mandate
The Government recognizes that the country’s economic recovery and growth will depend on generating more investments and exports and therefore clearly sets out two specific mandates for SLIEPA:

a) To conduct the business of investments promotion in Sierra Leone.
b) To develop and diversify the export of traditional and non-traditional produce.


Advisory Board
The governing body of the Agency remains the Board of Directors. The Board comprises of a Chairperson, five Representatives from the Public Sector and four Representatives from the Private Sector. All matters relating to policy and budgeting issues will be presented, discussed and approval sought by the Board before implementation. Also challenges in overcoming bottle necks will presented to the board for support.

Our Objectives
Objectives of SLIEPA
The objectives of SLIEPA are to promote investment into Sierra Leone and promote exports of Sierra Leonean products. More specifically the agency shall:

a) encourage and promote the development of agricultural production and other activities oriented towards exports
b) provide exporters with marketing advisory services and assist them in developing marketing plans for entering or expanding business into foreign markets;
c) identify potential investors with a view to encouraging them to invest in agriculture and other sectors of the economy, and promote both locally and internationally, the opportunities for investment in Sierra Leone;
d) collect, collate, analyse and disseminate in user friendly and accessible formats, information about investment opportunities in the economy and priority sectors in Sierra Leone;
e) facilitate co-ordination and cooperation between the public and private sectors in matters relating to investments
Functions
The administration of the Investment Promotion Act 2004 was initially assigned to the Sierra Leone Export Development and Investment Corporation (SLEDIC). In 2007, this function was assigned to the Sierra Leone Investment and Export Promotion Agency (SLIEPA), following the enactment of the Investment and Export Promotion Act of 2007. The principal functions of SLIEPA are as follows:
  • To promote investment opportunities in Sierra Leone and provide information to potential investors on matters relating to investments;
  • To facilitate registration of business enterprises and assist investors in obtaining permits, licenses, certificates or clearances needed for the commencement of business (that is, acting as a “one-stop” centre);
  • To assist potential investors in identifying joint venture partners in Sierra Leone.
  • To develop relationship between public and private sector for the growth of investment
Investment Facilitation
Investor Servicing, Facilitation and Aftercare
SLIEPA offers investor aftercare services. This activity has become increasingly important during the current financial crisis, as competition for global FDI increases, and focus falls on ensuring that the current FDI stays in the country. SLIEPA’s Investor Aftercare focuses on a number of objectives, including: facilitating reinvestment, expansions and diversification, anchoring foreign investment, providing the factor conditions to encourage existing investors to upgrade their activities and identifying ‘ambassadors’ and testimonials. Our Aftercare services are also important since it promotes and facilitates ongoing dialogue with strategic investors and helps set an investment climate improvement agenda.


Investment Promotion
The Sierra Leone Investment and Export Promotion Agency, established by an act of parliament in 2007, became operational in May 2008 as the country’s official agency to assist and inform investors and exporters about investment and export opportunities.
